The "Cezar Ouatu" International Singing Festival is a reference event and a cultural objective at the level of Ploiești municipality and Prahova county, both nationally and internationally, considering the performances achieved and the national and international experience of Cezar Ouatu , considered to be one of the most important and chameleonic singers in Romania.
